Vitalik Buterin’s Stance on Ethereum Layer-2 Decentralization
Ethereum co-founder Vitalik Buterin has made it clear that he only recognizes Layer-2 (L2) scaling solutions that have reached “stage 1” of decentralization. - Stage 0 (Full Training Wheels): At this initial stage, the project identifies as a rollup with all transactions on-chain. Users can transact and withdraw without operator intervention, but a simple multisignature wallet controls the project, and no fraud or validity proofs are required.
- Stage 1 (Minimum Acknowledgement): This stage includes active fraud-proof or validity-proof mechanisms and a multi-signature override system with strict conditions. This is the minimum level that Buterin will now acknowledge.
- Stage 2 (No Training Wheels): At the final stage, no group can override the code output if it is bug-free. The use of security councils is limited to clear bug cases, and upgrades have a 30-day activation delay.
The Future of Layer-2 Rollups
Several L2 rollup teams, including those behind Linea, ZKsync, Arbitrum, and Optimism, have claimed that they aim to achieve “stage 2” full decentralization within the next few years. As Buterin noted, the era of rollups being glorified multisignature wallets is ending, and the era of cryptographic trust is beginning.
